Tropical Storm Producing Flooding Rain in Vietnam, Laos

Kansas City, July 16 (World Weather Inc.) – Tropical Storm Talas was moving west northwest into Vietnam Sunday afternoon. The terrain will quickly weaken the system as it advances farther inland. By 12z Monday, a remnant low will be left over northern Laos. The system will promote a swath of heavy rain across portions of central and northern Vietnam and Laos. 
Areas of flooding will threaten some rice.
At 2100 GMT today, the center of Tropical Storm Talas was located near 18.5 north and 107.2 east or 150 miles south of Hanoi, Vietnam. The center of the storm had moved inland and will continuing moving west northwesterly at 16 mph. Maximum sustained wind speeds were near 60 mph with gusts as high as 75 mph at the time of landfall.
Tropical Storm Talas will rapidly weaken as it moves across Vietnam and into Laos tonight and Monday. Rainfall over the next twenty four hours will be greatest from portions of northern Vietnam west through northern Laos. Moisture totals will vary from 4.00 to 8.00 inches most often with some local totals of more than 10.00 inches. This will promote some flooding. The flooding and heavy rain will lead to damage of rice in both Vietnam and Laos; though, no significant rice loss is expected. Flood waters may also cause some damage to personal property too.
The greatest rainfall and wind speeds will pass to the south of the Red River Basin. Sugarcane and coffee production areas in northern Vietnam will escape the worst of the storm with little to no damage expected.
Associated winds with the Tropical Storm may also cause some damage to personal property, especially in Vietnam and portions of far northeastern Laos; though, heavy rain and flooding remain the greatest threats to crops, particularly rice.
The remnant moisture from the system will continue to advance to the west late Monday into Tuesday with heavy rain expected in northern Thailand and portions of central and southern Myanmar. Some flooding is likely in these areas too with moisture totals through Tuesday varying from 4.00 to 10.00 inches and locally more than 12.00 inches. The most significant rain Monday into Tuesday will likely be in Myanmar.
